摘要
在城市化率超过50%以后,大都市区凭借综合性和整体性优势,构成一国经济增长的中枢。我国传统城市化模式导致的单中心城市拥挤效应严重,中小城镇投资效率偏低,成为近年来经济减速的重要成因。在市场机制的驱动下,中心城市功能扩散与城乡统筹发展的趋势、"汽车社会"与"地铁时代"的来临正在推动大都市区形成。大都市区的规模扩展与基础设施投资、房地产业发展、产业结构升级、人力资本与创新能力的集聚与外溢将成为经济持续增长的动力。大都市区要实现效率性、包容性、可持续发展,应科学制定规划,遵循分期开发的原则,改善基础设施与市政公共服务,与中小城市协调发展。
When the urbanization rate is more than fifty percent,a metropolis will become a center of a country's economic growth by virtue of its comprehensive and holistic advantages. The traditional urbanization pattern in China has produced a serious congestion effect in a single key city and low investment efficiency in small and medium town,as becomes an important cause of the slowdown in economic growth in recent years.Driven by marketing mechanism,the diffusion of urban functions and the trend of integrating the urban and rural development,the coming of the " car society" and the " subway era" have being propelling the appearance of a metropolis. Its expansion and infrastructure investment,real estate growth and the upgrading industrial structure,the agglomeration and spillover of human resource and innovation capability will be the sustainable impetus for economic growth. If a metropolis wants to achieve efficiency,capacity,and sustainable development,it should follow the principles of scientific planning and phasing development,improve infrastructure and municipal public services,and develop in coordination with small and medium-sized cities.
