2015年甘肃奶业形势回顾与措施建议

Review and Prospect of Gansu Dairy Industry in 2015

本文从鲜奶价格、规模化牛场劳动力成本和资金成本、奶牛存栏和奶产量等方面回顾分析了2015年甘肃奶业的形势和奶农艰难跋涉的情况,在此基础上提出了鼓励转型与临时扶持、资助中小企业、尽快建立鲜奶价协商机制的临时救助措施,并从推广种养结合养殖模式、推进标准化规模养殖、加快奶牛良种化进程、强化鲜奶监管和乳品安全监控、加强疫病监控强化技术服务等几个方面论述了建立奶业长效发展机制的重要举措。

This paper reviewed and analyzed the situation of Guansu dairy industry and hardships of farmers in 2015 from the aspects of milk prices,milk yield,herd number and the costs of labor and funds of large-scale cattle farms.On this basis,the temporary relief measures,such as encouraging transformation,providing temporary support and subsidy to small-medium enterprises,and establishing price negotiation mechanism,were proposed.In addition,this article also discussed the measures of promoting standardizing scale farming,accelerating genetic improvement process,strengthening supervision of raw milk and other dairy production,as well as strengthening disease and other aspects to establish a longterm development mechanism of dairy industry.
