我国校园足球发展中政府职能定位研究

Governmental Functions in School Football Development in China

我国校园足球发展中政府职能定位存在传统体制壁垒、部门利益藩篱、政策扶持不力、规章制度冲突以及行政干预过度、市场监管缺失等问题。基于对国家政策的解读以及国外发展经验的借鉴,我国政府在校园足球发展中首先要确立宏观调控职能,由"无限政府"向"有限政府"转变,创造良好的政策环境;其次,发挥公共服务职能,建立政府与社会组织、市场机构、特色学校四级互动服务体系,加大政策扶持力度;再次,强化市场监管职能,维护市场秩序,规范市场主体行为。最后,加强社会管理职能,由"全面控制"向"社会管理"转变,建立合作共治的管理体制和复合治理的运行机制。

As a systematic social project,school football development needs the governmental management and guidance.The scientific orientation of the government functions is helpful to the sustainable development of school football.The study of this paper showed that the orientation was faced with many difficulties,such as,restrictions from the traditional systems,interest conflicts between different institutions,lack of policy supports and excessive administrative intervention and so on.Base on the interpretation of the national policies and on the experience of the foreign countries,it could be seen that the government should yield its macro-control over school football and create a good policy environment,focus on public service,increase policy support,strengthen market supervision and social management,establish cooperation management system and co-operation mechanism of composite governance.
