On Xi Jinping's Concept of Rule by Law Theory

习近平同志科学地阐述了中国传统法治文化观和中国现代法治文化观。所谓传统法治文化观,是指中国古代思想家揭示治国理政内涵及其规律的文化精华,它主要包括富民强兵方立国、法令既行则国治、德法相济人为本、无为而治大智慧等四大要素。所谓现代法治文化观,是指揭示中国法治现代化过程及其内在规律的文化成果,它具有让法治成为一种思维习惯、让法治成为一种生活常态、让法治成为一种文化氛围的三大特征。

Xi jinping expounds scientifically the traditional Chinese concept of rule by law and Chinese modern concept of rule by law. The traditional one indicates that the thinkers in ancient China revealed the connotation of governing principle politics and law culture essence, and it mainly includes four elements： a country is built on its rich people and strong sol- diers ; a country is governed by its laws and rules ; human - oriented is embodied by the support of both law and morality ; the wisdom is shown by the idea to govern by doing nothing. The modern one reveals the modernization process of the rule by law theory and its final products. It mainly has three characteristics： the rule by law can become a thinking habit; the rule by law can become a norm of life; the rule of law can become a cultural atmosphere.
