大型体育场馆公私合作研究综述

Review of Public and Private Cooperation in Great Sports Stadium Operation Researches

对大型场馆公私合作的研究进行了梳理,现有研究集中在大型场馆公私合作的投融资、大型场馆公私合作的风险管理、大型场馆公私合作的利益分配、大型场馆公私合作的政府职能4个方面。总体而言,现阶段国内大型场馆公私合作还处于起步阶段,对大型场馆公私合作机制的研究深度和广度都显不足;对影响场馆公私合作因素的研究也未有明确定论;研究对象局限于政府投资人和社会投资人两方,缺乏理论研究深度。未来有必要在理论上明确政府部门在大型公私合作中的定位、应当承担的责任、清晰界定管理主体,适当区分政府作为参与者和监督者的不同职能。

The paper points out that the current researches are in the four aspects of private and public cooperation in financing,risk management,interest division and government functions of great sports stadium operation.At present,the public and private cooperation in the great sports stadium is at the starting phase while the researches of the mechanism of private and public cooperation are not thorough;there is no definite conclusions about the influencing factors of private and public cooperation of sports stadium operation.The current researches are limited in government and social investors but lack thorough exploration.It is necessary to research the government’s role and responsibility in private and public cooperation and classify different functions of government as the participating and monitoring party.
