Study on the AIIB Lending Conditions from Comparative Perspective

"条件性"是多边开发银行贷款尤其是政策性贷款的重要特点,相关条件涵盖政治、经济、环境、社会等多个方面。与世界银行和亚洲开发银行等的贷款条件相比,亚洲基础设施投资银行("亚投行")的贷款条件既有共通之处,也有鲜明特色。"非政治化"的基本原则使得亚投行的条件性相比其他多边开发银行有所简化和弱化,有助于确立和发展多边开发融资的新范式。未来如何在商业性与政策性之间取得平衡,决定着亚投行的发展融资在多大程度上取得成功。

＂Conditionality＂characterizes the lending practices of multilateral development banks（ MDBs）,especially their policy- based loans.The lending conditions in question broadly cover such aspects as political,economic,environmental and social.The lending conditions of the Asian Infrastructure Investment Bank（ AIIB） have both in common with those of the World Bank and the Asian Development Bank,and their striking features.The fundamental principle of＂depoliticization＂renders the AIIB conditionality more streamlined and weakened as compared to that of other MDBs,which helps to establish and develop new models of multilateral development financing.The future success of the AIIB development financing will depend on how to strike a balance between the commercial and policy aspects of its lending.
