欧亚经济联盟对俄欧关系影响分析

Effects of the Eurasian Economic Union on Russia-EU relations

欧盟作为欧亚大陆地区的重要组成部分,对于俄罗斯主导的欧亚经济联盟的未来走向发挥着重要作用和影响。出于自身的利益考虑,欧盟对于普京力推的欧亚经济联盟总体表现出接触意愿,但对欧亚经济联盟背后的地缘政治动机则持怀疑态度。经济利益的相互交织和相互渗透是欧亚经济联盟与欧盟深化双边关系的客观要求,欧亚经济联盟与欧盟的东部伙伴关系计划在未来存在通过某种方式进行对接的可能性。从长期看,在全球区域经济一体化的大背景和大趋势下,欧盟与俄罗斯倡导的欧亚经济联盟建立诸如自贸区等较为紧密的合作关系是大势所趋,而这将给未来的俄欧关系发展带来较为积极的影响。

An integral part of the Eurasian continent,the EU plays anessential role in future development of the Eurasian Economic Union( EEU)dominated by Russia. Considering its own interests,the EU manifests willingness in general to contact with the EEU. However,it is still hesitating about geopolitical motives behind the EEU,the vigorous pursuit of Putin. It is required that the EEU strengthen relations with the EU as economic ties are getting increasingly closer. Thus there is a possibility for the EEU to interconnect with EU's Eastern Partnership under some future arrangements. From a long- run perspective,it is widely held that the EU will deepen cooperation with the EEU,e. g.,by means of formulating a trans- union FTA,in the general trend of globalization and regional economic integration. The enhanced cooperation is expected to exert positive effect on Russia- EU relations.
