堤坝破拆行洪抢险方案探讨

Discussion on rescue scheme of flood discharge by dismantling dikes and dams

为了加强对自然灾害和突发事件的应急管理,必须建立并逐步完善社会公共安全保障应急救援体系,从而最大程度降低突发灾害带来的损失和伤害。针对典型的水库、堰塞湖以及江河堤坝的拆除进行了研究,分别对漫坝险情、山体滑坡或泥石流险情、战争可能造成水库大坝严重损毁以及需要分洪等不同情形下的堤坝拆除方案选择进行了探讨。研究结果可为今后应对类似险情提供参考依据,并为国家应急部门及应急抢险队制定"快速、安全、精准"的抢险方案提供经验积累。

To strengthen the emergency management on natural disasters and emergency events,the emergency and rescue system to ensure the social and public security should be established and improved gradually,so as to lowering the loss and damage of our country and the people in disasters at the most. The removal of reservoirs,dammed lakes and dikes are studied and the removal schemes regarding different circumstances such as the dam overtopping,landslide or debris flowing,serious damages to reservoirs or dams by wars and flood diversion,are discussed. The results can provide reference for the danger removal in the future when similar accidents happen and give technical support for national emergency and rescue department in making the quick,safe and pinpointed rescue scheme.
