The construction of public library should full embodies its commonweal nature in cultural service. This paper expounds the basic situation, design features and service characteristics of newly built Shanghai Pudong Library,Hangzhou Library and Nanjing Library, and points out that the commonweal nature of public library should be embodied in the aspects of detailed design, safety facilities,humanism concept, and convenience to vulnerable groups, etc.
