A Rule of Policy Tools Selection about Chinese Urban Building Expropriation

政策工具选择与政策过程有着密切的关系,从与政策过程紧密相关的三个变量,即制度、目标群体与政策目标来探寻我国城市房屋征收政策工具选择的规律,可以发现,制度是政府偏好管制型政策工具的成因,目标群体可以通过政策企业家的行为改变政策选择,从而促使政府改变价值偏好并修正政策工具,同时,政府对政策目标中价值目标与事实目标的不同偏重亦会导致政策工具发生改变,并且,目标群体也会通过自身对政策工具的控制能力而使政府的政策目标偏重发生改变。目标群体是我国城市房屋征收政策工具选择的根本决定力量。

Policy tool selection has a closed relationship with the process of policy.Through studying the three variables,named system,target groups and policy target,we find that the choice of public policy tools of urban building expropriation has a rule as follows：the system is the cause of government preferring to regulatory policy tools,the target group can change policy problems through policy entrepreneur＇s behavior,forcing the government to change and correct preferred policy tools,at the same time,the fact goal and value goal that the government focus on will also influence the selection of policy tools.And the target group will make the government change its old policy tools through their control ability of the policy tools.In the end,we make a conclusion that the target group is a fundamental decided power of policy tools selection in our urban building expropriation.
