公共性建构与村民自治及其研究的“传统联结”——基于实地调查与文献的研究

Traditional Link between Public Construction and Villagers' Autonomy and Related Studies

当前我国一些农村在公共事业建设中面临着村民联系较弱、个体化加强、社会参与不足等公共性缺失的问题。为了解决公共性难题,一些地区将村落、宗族、乡贤等传统因素引入基层治理体系中,实现了村民自治的机制创新。在此背景下,村民自治研究的经典范式已经难以解释地方实践,于是村民自治研究也开始向传统转型,试图以传统因素为载体将村民自治的形式价值与实质意义联结起来,最终促进村民自治的有效实现。在村民自治及其研究的转型中,村民自治的民主原则与幸福原则之间的关系有待进一步理清和协调。

Studies about the villagers＇ autonomy in Chinahave two kinds of classical paradigm,that is,political democracy and rural governance. However,the classic paradigm faces the plight of reality and theory. In some places,the traditional factors are introducedto grassroots governance systemin handling public services,which inspires the vitality of villagers＇ autonomy. Accordingly,the studiesabout villagers＇ autonomy also try toestablish a connection betweenformsand essence of the villagers＇ autonomythrough traditional factors. However,the relationship between principle of democracy and principle of happiness needs a further clarificationand coordination.
