摘要
基于1978—2013年全国层面时间序列数据,引入组合方法,构建包括指标体系、事前检验、方法组合及事后检验的组合评价分析体系,对中国经济发展质量进行综合评价。研究发现,中国经济发展质量呈现一定的时序特征,经历低—高—低—高四个阶段,与宏观经济政策的调整及经济形势的变化趋势较为吻合。对时序变化的进一步分析发现,政府宏观调控的适度性是影响经济发展质量的关键因素,且2010年以来经济发展质量进入了与GDP增速变化反向的新常态。
In order to evaluate comprehensively the efficiency of economic development,based on the temporal variation of efficiency of economic development in China from 1978 to 2013,the analysis system of combination evaluation has been structured,w hich includes index system,ante and ex post tests. The analysis show s that,the efficiency of China＇s economic development experienced low- high- low- high four stages,w hich is in accordance w ith governments＇ macro- regulations and the trend of the economic development. The appropriateness of governments＇ macro- regulation is the key element to improve the efficiency of economic development,and the efficiency of economic development of China has entered a new normal,w hose trend is contrary to GDP grow th changes since 2010.
