合作社公共服务效率及其影响因素分析——基于浙江省的调查

Cooperatives' Public Services Efficiency and Its Effect Factors:Based on Survey in Zhejiang Province

农民专业合作社公共服务的"综合效率"是衡量其发展水平的核心标准。尝试构建合作社公共服务综合效率评价指标体系,以浙江省合作社为样本进行测量验证,并对其影响因素进行实证分析。结果表明:浙江省合作社公共服务的总体效率水平偏低,并非示范社等级越高则效率水平越高。与"小农发起"的合作社相比,"政府部门发起"和"村干部发起"的合作社公共服务效率水平较低;社员监督对于合作社公共服务效率具有直接的促进作用;政府扶持对于合作社发展的推动效应主要体现在外部市场层面的经济效应,而非内部社员层面的社会效应。因此,为提升效率,合作社的经济活动应"嵌入"社员的社会生活和社会关系之中;政府部门应做好"守门人",进一步完善现有的示范社评价体系,重点扶持合作社开展服务能力建设项目,加大扶持贴近社员服务需求的小农发起的合作社。

The comprehensive efficiency of cooperatives＇ public services is the core criteria to evaluate development level of cooperatives. This paper attempts to construct the evaluation index system of comprehensive efficiency to measure the value and analyzes the effect factors on the samples from Zhejiang province. The results show that cooperatives have low er overall levels of efficiency,and higher ranks of samples do not mean higher efficiency. The public services＇ efficiency of cooperatives initiated by government departments and village cadres,is low er than the cooperatives initiated by small- scale peasants. ＂M embership supervision＂has more direct positive effect to the efficiency. The government＇s support effects mainly have been reflected in the external economic effects on market level,but not the internal social effects on membership level. Therefore,cooperatives＇ economic action should be embedded in the social life and social relations,the government should play the roles of ＂gatekeeper＂of public services,improve the current evaluation index system on demonstration cooperatives,support the cooperatives＇ capacity building project,and strengthen the support of cooperatives initiated by small- scale peasants w hich meet services requirements of their members.
