Between Legality and Effectiveness: A Case Study on the Formation and Operation about NGO

在政府推动社会组织发展的背景下,社会组织获得很大的发展空间。文章以一个外地务工人员社会组织为个案,通过对其形成与运作进行描述和分析,指出在政社合作过程中,对于社会组织来说,需要以有效性获得合法性,此即社会组织的形成。而政府则以给予合法性来推动社会组织发挥有效性,此即社会组织的运作。社会组织的合法性和有效性可以相互转化,但对于依靠非正式途径参与社会治理的社会组织而言,其治理有效性也将面临挑战,并影响合法性的获得。

Under the background of the government's promotion of NGO,NGO get more space to develop.With a case of NGO of Migrant Works,this article argues that the NGO should obtain the legality by the effectiveness,which means the formation of the NGO. Meanwhile,government gives the legality to NGO to promote its role,which means the operation of the NGO. The legality and the effectiveness of NGO can be transformed into each other. But to the governance of the NGO of Migrant Works that relies acquaintance,the effectiveness of its governance will face challenges,and will affect the acquisition of the legitimacy.
