省属地方高校隶属于省市自治区,与所在地市政府没有组织上的隶属关系,地市政府在省属地方高校发展中普遍存在责任缺失的现象。随着知识经济社会及高等教育大众化发展需要,地市政府与地方高校相互依存、互促发展的客观要求及基本特点愈加凸显。地市政府在省属地方高校发展中应当履行合作办学、服务支持、监督评价等三个方面的主要责任,指导、促进和帮助省属地方高校科学发展,并推动地方社会更大发展,全面实现小康社会的奋斗目标。

Provincial local university directly subordinate to the provinces and autonomous regions,there is no organizational subordinate relations with local municipal government.The phe-nomenon of municipal government’s responsibility lack in the development of provincial local colleges is widespread.With the development of knowledge economy society and the popularization of higher education,the requirements and characteristics of the local government and local universities are be-coming more and more important.Municipal government in provincial development of local colleges and universities should perform cooperative education,service education,supervision and evaluation of three aspects,guidance,promote and help provincial scientific development of local colleges and u-niversities,and promote greater development of local society.
