从参与到合作:公共危机应对中的组织间关系

From Participation to Cooperation:A Study of the Relationship Between Organizations in Coping with Public Crisis

随着公共危机的增多和复杂化,公共危机应对中组织间关系的协调变得非常重要。当前公共危机应对中组织间关系更多的体现为参与关系,需要向合作关系转变。公共危机应对中的组织间合作能够提高应对能力,降低应对成本,增加应对知识,减少应对损失。目前存在合作意识不高,合作信任不强、合作能力不平衡,合作机制不健全等问题,需要进一步从确立合作意识,加强合作信任,提高合作能力,建设合作机制、完善合作规范入手,加强危机应对中的组织间合作关系。

With the increase and complicated of public crisis, the coordination of relationship among organizationsin coping with public crisis becomes very important. The relationship among organizations in coping with current publiccrisis reflects more participative and it should be more cooperative. Cooperation among organizations in coping withpublic crisis can improve the capacity, reduce costs, broaden knowledge, and reduce the loss. At present, there aresome problems, such as, the consciousness of cooperation is not high, the trust of cooperation is not strong, the ability ofcooperation is imbalanced and the mechanism of cooperation is not perfect and so on. In order to strengthen the cooper-ative relationship of organizations in coping with public crisis, cooperation consciousness should be further established,cooperation trust should be strengthened, cooperation ability should be enhanced, cooperation mechanism should beconstructed and cooperation norms should be improved.
