人口老龄化背景下我国长期护理保险制度的构建——借鉴韩国模式

On the Establishment and Development of a Long-Term Care Insurance System in China

韩国为了应对人口老龄化进程的加快,2008年建立了长期护理保险,保证了老年人的健康,提高了国民生活质量。通过对韩国护理保险制度建立的背景的研究,发现我国也已具备建立长期护理保险的一定条件。根据我国的具体情况,可借鉴韩国的成功经验,建立护理保险法律体系,确立护理制度的社会化,加强专业护理人员培训,但绝对不能照搬韩国模式,要建立具有中国特色的长期护理保险。

With the acceleration of aging population, South Korea established a long- term nursing insurance sys-tem in 2008, which ensures the health of the elderly and improves the quality of people＇ life. China also has a certainconditions to establish the long-term care insurance system through the research on establishment of South Koreannursing insurance system background. According to China＇s specific conditions, we can learn the successful experienceof Korea, establish care insurance legal system, build community-based care system and strengthen professional nursingtraining. However, we can build long-term care insurance with Chinese characteristics more than copy the South Kore-an model.
