上海市杨浦区三、二级医院支援社区卫生服务现状与思考

Current Situation and Thinking of Three,Two Level Hospital Support to Community Health Service in Yangpu District,Shanghai

目的:研究杨浦区三、二级医院支援社区卫生服务工作模式的成效。方法:总结杨浦区三、二级医院支援社区卫生服务工作现状,通过内容描述方式,比较项目开展前后在制度建设、人员培养、医疗服务等方面成效变化及存在问题。结果:对杨浦区三、二级医院支援社区卫生服务项目的研究显示,在建立长效机制、有效开展社区卫生服务、缓解群众看病难、提升社区医生医疗科研水平等方面取得一定成效,但也存在下社区医师稳定性和实用性不足和各科医师配比不合理的问题,并根据实际情况提出坚持"预防为主"原则、广纳退休专家和完善考评机制等建议。结论:杨浦区三、二级医院支援社区卫生服务工作有效提升社区卫生服务水平,缓解社区居民就医困难,对完善和促进新形势下医疗发展具有积极作用。

Objective: Through researching the situation of Yangpu two level and above hospitals to support community health service,explore to establish a standardized and orderly system between the two level and above hospitals and community health service center.Methods:The situation of Yangpu two level and above hospitals to support community health service for eight years was summarized in the system construction,personnel training and the sharing of resources,etc.Then the problems in the current work were found and improved.Results:There were the achievements include establishing a long-term system,developing community health services effectively,easing the medical problem and improving the level of community medical and scientific research,etc.But there were some problems,some doctors from two level and above hospitals lacked stability and practicability,all kinds of professionals allotted unreasonably.And it proposed some suggestion according to the actual situation, include the“prevention first” principle,recruiting retired experts and improving the evaluation system,etc.Conclusion:This project is proved to enhance the level of community health service,ease the medical problem of community residents.There was a positive effect on improving and promoting the development of medical in current.
