我国养老服务设施用地政策的完善和落实研究

Study on the Improvement and Implementation of the Land Policies of Endowment Service Facilities in China

完善和落实养老服务设施用地政策是解决养老服务设施用地难问题的关键。研究显示:我国养老服务设施用地利用中存在供不应求、紧缺与浪费并存、供地方式与用地属性不符、批后监管不力等问题。应从多方增加养老服务设施用地供应、实行差别化供地政策、科学规划养老服务设施用地、完善相关政策法规体系、加强养老服务设施用地监管等方面,进一步完善和落实养老服务设施用地政策,促进养老事业和养老产业健康发展。

Improving and implementing land policies on endowment service facilities is critical in solving the land problems of endowment service facilities in China. Research shows that: problems, as insufficient land supply, wastes in land utilizing, inappropriate land utilizing property,still exist. Therefore, the land supply of endowment service facilities should be increased from various aspects; differentiated land policies should be implemented; scientifically plan the land utilizing of endowment service facilities; improving related policy and regulation systems and reinforce the supervision on the land utilizing of endowment service facilities, thus to promote the healthy development of the pension cause and the pension industry.
