《中国制造2025》是全球制造业格局面临重大调整、我国经济发展环境发生重大变化之际,我国实施制造强国战略的第一个十年行动纲领。这一规划的出台为我国区域制造业发展提供了契机,尤其对京津冀制造业协同发展提供了机遇与挑战。文章分析了京津冀制造业发展现状及三地协同面临的问题,基于当前京津冀资源禀赋与比较优势,着眼于未来工业的发展趋势,认为京津冀制造业发展关键在于构建新型制造业体系,需要将知识积累、技术创新与制造产业发展相结合,以工业化与信息化深度融合培育经济增长的新动力,打破制约经济发展的生产要素流动障碍,实现制造产业效率提升与区域协同发展相结合,最终成为参与国际竞争合作的先导区域,赋予我国制造产业发展新动能。

'Made in China 2025' is the first 10-year action plan designed to transform China from a manufacturing giant to a world manufacturing power. It is put forward when the global manufacturing pattern is going to have a vital adjustment, and the economic development environment of our country is fundamentally changing. The strategy also brings opportunities and challenges for the development of manufacturing in Beijing,Tianjin and Hebei. The article analyzed the problems of the manufacturing development of Beijing-Tianjin-Hebei synergy. Taking the resource endowment and comparative advantage of the three places into consideration and focusing on the development trend of the future industries, we think that the key to the manufacturing development in Beijing-Tianjin-Hebei is to build a new manufacturing system. It requires the combination of knowledge accumulation, technological innovation and manufacturing industry development, cultivating the new impetus of economic growth through the deep integration of industrialization and informationalization, thus breaking the barriers of restricting factor mobility. Ultimately,Beijing-Tianjin-Hebei will become a precursor to participate in international competition and cooperation, and give the new kinetic energy to the development of manufacturing industry in China.
