俄罗斯储罐运行管理标准先进性借鉴探讨

The Discussion on Referring the Advancement of Russia Tank Operation and Management Standards

随着国家原油战略储备需求和储罐大型化发展趋势,储罐安全风险等级增加。提高储罐安全性、避免储罐事故具有重要政治经济意义。国内已开展俄罗斯高寒冻土区管道技术标准研究,在此基础上,本文研究了俄罗斯储罐运行管理标准的先进经验和推荐做法,包括储罐安全标识、液位计冗余配置、通光孔监测浮盘运行状态、寒冷季节阀门维护管理、储罐油品人工取样安全要求、储罐区生产污水和雨水系统独立排放以及储罐区可燃气体检测点设置区域等。最后,提出了借鉴俄罗斯储罐运行技术标准的先进性改进国内标准的建议。

Based on China petroleum strategy reserve and the development trend of large-scale storage tank, tanks safety risk level increased. Improving storage tanks safety and avoiding storage tanks accidents of are of great political and economic signiifcance. The domestic scholar carried out the research on Russia pipeline standard for high latitude permafrost regions. The paper deeply studied the advanced idea and recommended practice of Russia tank operation technology standard, including tank safety mark, and level meter redundancy design, and floating roof monitoring by light hole, and valve maintenance requirement on cold condition, and safety requirement of tank oil product sampling operation, and tank product water and rain water independent discharge, and tank air concentration inspection position and inspection frequency. Finally, the suggestion of referring Russia tank operation standard to improve China standard was made.
