生态文明建设中环境司法改革的进路与对策——以辽宁省为例

Approaches of and Measures for Environmental Judicial Reform in Building Ecological Civilization—Taking Liaoning Province for Example

建设生态文明,是我党针对我国基本国情和经济社会发展现状做出的重大战略抉择,是我国当前经济社会发展的紧迫任务。环境司法作为环境法治的重要组成部分,担负着保障生态文明建设顺利进行的重任。然而,我国长期以来形成的司法体制、司法制度以及司法理念制约着生态文明建设的进程。面对严峻的生态形势,充分发挥环境司法在辽宁生态文明建设中的作用,其进路与对策在于:加强环境资源审判组织建设,提升环境资源审判能力,充分发挥检察机关和环保组织在环境公益诉讼中的作用。

As an important strategy made by CPC, the building of ecological civilization is an urgenttask in the development of China＇s society and economy, but the building task should be guaranteed by theenvironmental justice, an important part in legal management of the environment. However, the current legalsystem in China restrains the development of the building of ecological civilization. So, it is critical to makeenvironmental justice play its role to the full in Liaoning Province＇s building of ecological civilization, and topropose approaches of and measures for the judicial reform in building ecological civilization.
