摘要
2014年4月,中国铁路总公司印发《关于加强铁路建设项目征地拆迁工作的指导意见》,明确地方政府作为征地拆迁实施主体,对建设项目土地征用、拆迁实施、补偿安置、社会稳定及各项手续完善负责。湖南省国土资源厅征用地事务中心从怀邵衡、黔张常两个铁路建设项目开始,实施征地拆迁费用大包干模式。与传统征地拆迁模式相比较,大包干模式强化了责任,盘活了资金,增长了效率,控制了成本,便于操作,有利推行。同时,本文对如何更好推行大包干模式从实物量调查、职能部门履职监管、个案处理、安置保障等方面提出了相关建议。
In April 2014, China Railway Corporation issued "Instructions of Land Acquisition and Demolition in Railway Construction", defi ned the local government as the subject of land acquisition and demolition, which is responsible for land acquisition, demolition, compensation, resttlement, social stablity and procedures. The land acquisition center of Hunan provincial land and resources department started fund contract system of land acquisition and demolition in the construction projects of Huai-Shao-Heng railway and Qian-Zhang-Chang railways. Compared with traditional fund systems, contract system exihibts higher efficiency in responsibility definition, fund assignment and cost control. This paper puts forward some suggestions for the further implementation of fund contract system from the aspects of physical accounting, duty supervising, case processing and resettlement supporting, etc.
