摘要
借鉴工业企业在产品生产过程中,针对其生产流程的控制能力所出台的系列标准(ISO9000)的中心思想内容,提出在图书馆业务外包中实行全程控制的观点,并总结出全程控制的三个要素。对三要素内容进行了详细的解读,例如成立业务外包的专门管理机构、对外包公司资质的认定;制定外包规章、岗位管理指标、绩效评价指标;各种规章的具体操作执行方法及反馈机制等,以便能够有效地防范和分担实行业务外包所带来的各种风险,进而顺利地完成图书馆工作的总体目标,促进图书馆事业的可持续发展。
The author uses the experience of International Organization for Standardization 9000( ISO9000)for reference,and points that library project outsourcing should be fully controlled. The author summarizes and analyzes three elements of the whole control process,such as establishing outsourcing management department,identifying the qualification of outsourcing company,setting outsourcing regulations,defining key performance indicators and feedback mechanism. That will be able to effectively prevent the risks from outsourcing and successfully achieve the goal of library work and promote the sustainable development of librarianship.
