Recommendations to Develop Environmental Protection PPP Based on the Supply-side Structural Reforms

环保PPP模式是供给侧改革的有效途径和模式。当前环保领域PPP模式有其自身不足。为此应加快供给侧结构性改革步伐、建立项目指导和监管机制、完善法律法规、建立健全信用体系、创新环保PPP的融资模式等。

The environmental PPP modes are the supply-side reforms effective ways. However,environmental protection PPP model has its own shortcomings. So it is necessary for environmental protection PPP to accelerate the pace of structural reform of the supply side,to establish the project steering and monitoring mechanism,to improve laws and regulations,to form a sound credit system,and to innovate PPP financing mode.
