本文分析了河北省矿山环境治理恢复的6大瓶颈,提出了目前存在的问题及解决对策。研究认为,相关部门应树立矿山环境系统管理的理念,加强推进"绿色矿山"和"生态矿山"的建设,提高矿山环境违法成本。矿山企业应引进先进技术,环保达标。推行多部门联合监管,发展监管志愿者,使用卫星遥感手段进行连续短周期实时动态监测。保障矿山地质环境治理恢复资金到位。大力发展公众参与,破解矿山地质环境治理恢复困局。矿山地质环境治理恢复应地上地下齐抓共管。

This paper analyzes 6 major problem of environmental restoration management in Hebei Province. This article believes that,relevant department should establish the concept of mine environmental system management. Strengthening the construction of ＂green mine＂and ＂ecological mine＂,increase the cost of mining environmental violation. Mining enterprises should adopt advanced technology to make the environmental indicators meet the national standards. Implement joint supervision and management of multiple department,development volunteers to crack the lilemma of mine environmental governance. Carry out continuous short cycle real-time dynamic monitoring using satellite remote sensing. Ensure adequate funding for mine environment. The mine environment should be managed at the same time.
