我国西部地区农村体育公共服务供给机制研究

Research on the Supply Mechanism for Public Sports Service in Rural Areas in Western China

研究发现:体育公共服务供给不足、供需失衡、区域不均和效率低下是目前我国西部地区农村体育公共服务中的主要问题。究其原因:农村经济相对落后,体育公共服务的财政投入不足;政府体育公共服务意识不强,决策机制不完善;基层政府绩效考核机制不完善,"形象工程"严重;农村体育公共服务市场化不足,社会体育组织匮乏。研究表明:只有创新我国西部地区农村体育公共服务供给机制,建立服务型政府,重塑农村体育公共服务供给的服务理念,疏通双向交流,创新农村体育公共服务决策机制,提倡政府购买,构建新型农村体育公共服务供给方式,加强多维协同,构建农村体育公共服务供给网络,强化内生式发展,确立农村体育公共服务可持续发展理念,并注重西部地区农村体育公共服务的长效发展和目标导向,从迈向体育强国战略层面科学规划,合理引导,集政府、市场、社会之合力共为之,才能促进西部地区农村体育公共服务事业健康、有序、协调发展。

The article found that the primary problems of public sports service in rural areas are of insufficient supply,unbalanced supply and demand,regional imbalance and low efficiency. Many reasons can be attributed to the problems. The first is the relatively backward economy in rural areas and the insufficient financial investment; the second is the low awareness of government on public sports service and incomplete decision- making mechanism; the third is the imperfect local government performance appraisal and excessive focus on＂image project＂; the fourth is the low marketization on the public sports service in rural areas. The research shows that a healthy,orderly and harmonious development of public sports service in rural areas of West China lies in many aspects. The supply mechanism on the rural public sports service should be innovated; a service-oriented government should be established. It is also necessary to reshape the service concept,smooth the mutual communication,improve the decision-making mechanism. What＇s more,more attention should be paid to constructing the new way of supply,strengthening multi-dimensional cooperation,creating supply network and emphasizing endogeny development. Lastly,based on the idea of stepping into a sports power,scientific planning and reasonable guidance,it is indispensable to emphasize long-term development and goal orientation on the public sports service in rural areas of West China and assemble joint efforts from government,market and society.
