Contractual two-way referral: a new model for medical services

基于医疗分工与协作的双向转诊制度是健全、完善我国医疗保障制度的重要组成部分,但在医疗体制分割、居民就医观念僵化的现实国情下,双向转诊制度的实施面临着诸多困境。契约机制是一种合乎情理的经济和法律手段,可以有效激励、约束医疗服务供需双方的行为,确保双向转诊制度的有效实施。因此,探索契约化模式下双向转诊的内涵、发展的必要性及实现方式,对提升我国医疗服务质量、加强医疗卫生保障有现实意义。

Based on division and cooperation of health services, two-way referral is an important part of a sound medical security system. However, with medical care system＇s segnacntation and residents＂ inflexible concept, two-way referral is confronted with many difficulties in China. Contract mechanism, as a reasonable economic and legal means, can effectively encourage and constrain the behaviours of medical personnel and patients to ensure two-way referral effectively implemented. Therefore, to expound the connotation, significance and implementation pattern of the two-way referral based on a contractual model will contribute to improving the quality of medical service and strengthening the health security.
