淮安市某卷烟厂干冰膨胀烟丝生产线职业病危害控制效果评价

Assessment on control effect of occupational hazards in dry ice expanded tobacco product line of a cigarette factory in Huaian City

目的对干冰(CO_2)膨胀烟丝生产线的职业病危害因素及控制效果进行分析评价,确定作业场所中有害因素及其危害程度,并对职业病危害因素的防护措施及职业卫生管理进行评估,为进一步提高卫生防护设施控制效果及完善职业卫生管理提供依据。方法采用现场职业卫生调查、职业卫生检测和风险分类等方法,结合职业健康检查,对新建项目工作场所中的职业病危害因素进行识别和分析,提出关键控制措施。结果项目的平面布局、设备布局、建筑物卫生学均符合要求;同时该企业有较完善的职业病防护措施、警示标识设置得当;建立了较完善的健康监护档案,但个体防护用品选用存在不足。现场检测结果表明,CO_2、烟草尘、噪声作业点合格率为100%。结论该项目存在烟草尘、噪声和二氧化碳等职业病危害因素。各项指标和防护措施基本符合国家卫生标准的要求,职业病危害控制效果较好,属于职业病危害风险一般的建设项目。

[Objective]To analyze and evaluate the occupational hazards and control effects of dry ice（CO_2）expanded tobacco product line,to determine the occupational hazards in workplace and their hazardous degree,assess the relevant safety measures against the occupational hazards and occupational health management,and provide the basis for further improving the control effects of occupational protection facilities and completing the occupational health management.[Methods]By using the on-site occupational health investigation,occupational health detection and risk classification,combined with the occupational health examination,the occupational hazard factors in the workplace of new project were identified and analyzed,to put forward the control measures.[Results]The plane layout,equipment layout,and building hygiene of the project met requirements. Meanwhile,the enterprise had the complete occupational prevention measures and has established a relatively perfect health record,while the warning marks have been set up properly. However,the individual protective equipments have not been selected and used properly. The field detection results showed that the qualified rates of CO_2,tobacco dust and noise in operation points were 100%.[Conclusion]The main occupational hazard factors existed in this project are tobacco dust,noise and carbon dioxide. The indexes and protective measures of the project have basically met the national health standards,while the control effect of occupational hazards is satisfactory,and the project is the construction project with general occupational hazard risk.
