A Comparative Research on the ICD-11 and ICD-10 Classification Systems

目的分析探讨ICD-11与ICD-10分类体系的差异,应对ICD-10到ICD-11的过渡对全球卫生信息采集、交流和处理带来的挑战。方法自系统架构、章节和内容、编码框架与形式、使用和修订方式等方面对ICD-11与ICD-10分类体系进行剖析和比较。结果 ICD-11建立了基于本体模型的分类体系,根据当前医学科学的发展对分类层次和内容进行了修订与完善,提出了新的编码形式,编码容量得到极大扩展,应用范畴较ICD-10更为广泛。WHO首次搭建了基于网络平台面向全球的意见征集和修订评审机制对ICD-11进行维护。结论 ICD-11在医学科学先进性、疾病表达精细化以及与信息系统的兼容性方面较ICD-10具有显著优势,ICD-11的应用将对医疗卫生事业的发展产生积极的推动作用。

Objective To cope with the challenges to collection, exchange, and processing of global health information brought by the transition from ICD-10 to ICD-11, by analyzing the differences between the two classification systems.Methods Classification system of ICD-11 and ICD-10 was compared from system architecture,chapter arrangement and content,coding structure, usage and revision mechanism.Results ICD-11 built a classification system based on ontology model, and revised the classification hierarchy and content according to current medical science. It brought up new coding forms, and largely expanded the coding space. ICD-11 will be more widely used than ICD-10.Besides,a web-based proposal collection platform and review mechanism was carried out to ensure the ICD maintenance.Conclusions The implementation of ICD-11 will be an impetus to the medical and health services for its advancement in medical science,elaborate expression of diseases, and compatibility with information system.
