Quality and Improvement of Medical Statistic Data

医院数据是反映医院医疗活动过程,进行医院管理决策的重要依据,也是国家医疗卫生决策的主要依据。然而,医院数据质量存在数据失真、质量管理体系滞后、质量评估控制机制缺失等问题,其原因是多方面的,主要是在体制机制、方法制度、实践应用等方面。本文从探索建立医院医疗业务统计系统数据质量监控和评估体系方法的角度出发,结合统计质量监测报表和上报卫生部报表工作的实践,提出了建立医院统计数据质量监控和评估体系的总体思路及工作规程。

Hospital data are reflection of the medical activities of hospital, an important basis for hospital management decisions, and the main basis for national medical and health care decisions. However, there are many problems regarding hospital data quality, including data distortion, lag of quality management system, lack of quality evaluation and control mechanism, which are caused by multiple factors including institutional mechanisms, methods and systems, and practical applications. This paper explores the establishment of data quality monitoring and evaluation systems for hospital medical business statistics system, and proposes the general idea and work procedures for the establishment of hospital statistic data quality monitoring and evaluation system, based on statistic quality monitoring reports and the previous practice of reporting to National Health and Family Planning Commission.
