Impact of Professional Cooperatives on the Transformation and Upgrading of Rural Biogas

农业转型升级是政府推进农村改革发展的重要措施,农村沼气建设是具有普遍公益性的农村基本建设,涉及农民群众切身利益。当前中国农村沼气发展进入转型升级关键时期,农村沼气后续服务是保证农村沼气发挥综合效益的重要环节。梳理分析农村沼气后续管护服务在转型升级中面临的问题,阐述培育农村沼气专业合作社是破解制约农村沼气后续管护服务瓶颈的着力点和新模式,提出了用创新思路提升科技对沼气建设的支撑作用、用系统化的政策法规保障农村沼气事业、积极培育农村沼气专业合作社、推动农村管护机制转型升级、完善现有的补贴政策等建议。

Agricultural upgrading and transforming is an important measure of the government to promote rural reform. Rural biogas construction is a public welfare basic construction, closely related to the benefits of people in rural areas. At present, the rural biogas development of China is entering transforming and upgrading phase, follow-up service of rural biogas is an important part to ensure that rural biogas can be comprehensively utilized. The authors gave insight into the problems facing rural biogas follow-up service＇s upgrading, demonstrated that fostering rural biogas cooperatives was the key point to break the bottleneck of follow-up service, and proposed that science and technology is a creative way to support biogas construction. They also proposed to use systematic policies and regulations for rural biogas, cultivate rural biogas cooperatives, promote service mechanism upgrading, and improve existing subsidy policy.
