从地方新建本科院校转型发展的历史轨迹来看,历经了由精英化教育转向大众化教育,由数量上扩张转向质量上提升,人才培养目标向应用型转变三个重要时期。地方新建本科院校不同时期的转型发展主要受制于国家教育政策的改革和调整,而地方新建本科院校转型发展政策的理论依据是政府、高校与市场"三角协调关系"的变化。当前我国地方新建本科院校转型发展应遵循三角协调关系中"三重螺旋模式"的原则和规律,要充分发挥政府、高校与市场协同人才培养机制,逐步推进地方新建本科院校向应用技术性大学转型。
