水生态文明定量评价方法及应用

Quantified evaluation method of water eco-civilization and its application

基于对水生态文明内涵的解读,提出水生态文明定量评价的五个准则(和谐发展、节约高效、生态保护、制度保障和文化传承)。以此为切入点,提出水生态文明定量评价方法体系,包括理论框架、指标体系、评价标准和评价方法。为了评价水生态文明阶段性目标的完成情况,提出水生态文明目标完成指数的计算方法。并把该方法应用于河南省,评价其水生态文明程度和相对规划目标的完成情况。研究成果对评价区域水生态文明程度,明确进一步的建设方向与重点任务具有参考价值。

Based on the interpretation made on the connotation of the water eco-civilization,five criteria（ harmonious development,saving and efficiency,ecology protection,institution guarantee and culture inheritance） for the qualified valuation of water eco-civilization are proposed herein. By taking this as the starting point,the methodologic system for the qualified valuation of water eco-civilization,including theoretical framework,index system,evaluation criteria and evaluation method,is put forward as well. In order to evaluate the complete-status of the phased target of the water eco-civilization,the method for calculating the completion index of the water eco-civilization is suggested. Furthermore,the method is applied to Henan Province for evaluating the degree of its water eco-civilization and the completion-status of the relevant planning target. This study result has the reference value ont only for evaluating the degree of the regional water eco-civilization,but also for determining the further construction direction and the key tasks.
