摘要
政府能力与公务员制度建设一直是政治学和行政学研究的重要课题。公务员制度改革作为精简政府职能、提升政府能力的前提,在政治改革中一直扮演着重要角色。伴随着"革新开放"的深入推进,老挝的公务员制度仍面临诸多问题,主要表现在公务员制度改革滞后、政府组织缺乏活力、公务员队伍素质低下、自我管理机制不健全等。目前,老挝公务员制度改革要以提升政府能力为主要目标,积极推进公务员制度改革,增强政府组织活力和改革动力,规范公务员职位设置,健全公务员自我管理机制,提升公务员队伍的整体素质和能力。
The government capability and the construction of civil servant system have always been an important subject in the study of politics and administration.Civil service system reform,as a prerequisite to streamline the government functions and enhance the ability of the government,has been playing an important role in the political reform.With the deepening of the "reform and opening",the civil service system in Laos still faces many problems,mainly reflected in the lag of the reform of the civil service system,lack of vitality of government organizations,low quality of civil servants team,imperfect selfmanagement mechanism etc..At present,the Lao civil service system reform should enhance the capacity of government as a major goal,actively promote the reform of the civil service system,strengthen government organization vitality and momentum for reform,regulate the civil service job,perfect civil servant selfmanagement mechanism,improve the civil servants’ overall quality and ability.
