农村闲置宅基地成因及综合处置建议——基于富锦市向阳川镇永太村的调查

A Surver of Yongtal Country,Fujin city,Heilongjiang Province:The Cause and the Disposition of Rural Idle Homestead

2016年元月利用寒假期间实地调查了富锦市向阳川镇永太村的闲置宅基地,调查基于永太村118宗宅基地进行,确定了35宗为闲置宅基地。针对闲置宅基地分析了现状及产生的社会问题,从经济、城镇化、人文与社会、法律四方面剖析了闲置宅基地产生的原因,最后提出闲置宅基地处置的建议,包括建立闲置宅基地集体收回机制;加强宣传教育,减少宅基地的闲置;以产业发展和村庄规划建设带动宅基地利用;建立闲置宅基地农林高校试验利用机制;建立闲置宅基地网络出租平台。

The idle homestead of Yongtai country, Xiangyangchuang town, Fujin city, Heilongjiang province is surveyed in Jan. 2016.The survey is carried on 118 homestead of Yongtai country and35 homestead is identified as idle homestead. The actual situation of the idle homestead and some social problems are analyzed. The occurring cause of the idle homestead is analyzed based on economy, urbanization, humanity and society, law. Finally, the disposal suggestion for the idle homestead put forward include that the withdraw mechanism of the idle homestead is should be built; the idle homestead should be decreased by education and propaganda for the people in countryside; the idle homestead use should be driven by developing industry and country construction; experimentation use for agricultural and forestry university should be carried;Internet rental platform of the idle homestead should be built.
