摘要
作为一项致力于推动学校引领教育体系变革的新政策,教学学校及其联盟的成立是英国政府把激发学校专业引领作用的蓝图转换成现实的一项重要举措。教学学校的出现有其特定的原型基础、培育土壤,虽然其发展演变历程体现了当今英国学校教育管理体制变革的新动向,但在具体的实施中依然面临着来自政府、地方和学校间的权力重组以及教学学校联盟内部紧密关系加强等方面的挑战。英国教学学校政策的制定和实施对同样处在学校教育管理体制改革关键期的我国来说有着一定的借鉴和参考价值。
As a new policy initialed by the England government to push the Englandeducation reform forward,teaching school is placed at the center of the school-led educa-tion system and becomes the important action taken to put the blueprint of professionalschool-led vision into reality. The emergence of teaching school has its specific prototypeand cultivating soil,and its development and evolution embodies the new tendency of Eng-land school education management system reform. Teaching school is faced with the chal-lenges in its concrete implementation which are mainly related to power restructuringamong central government,local authority and schools,and to internal- relationshipstrengthening in teaching school alliances. The formulating and implementing of teachingschool has special reference to China which is also undergoing the radical changes inschool education management system reform.
