土地股份合作制股权设置与实现研究——以京郊为例

A Study on Stock Rights' Allocation and Implementation of Stock-cooperative System of Farmland——Case of Suburbs of Beijing

土地股份合作制是以股权形式保障农民土地权益的合作经营模式,股权设置与实现是实践与理论研究中不可回避的关键性问题。为充分肯定和保障农民土地资源价值,应在集体经济组织成员身份确认及集体资产清资核产的基础上,以农户家庭为基本核算单位,减少集体股、增加个人股,逐步剥离身份福利股、强化土地价值股。同时,强化政府服务职能与加强农民主体性培育双措并举,促进家庭经营基础上的土地股份合作制。

Stock - cooperative system of Farmland is a cooperative business model which protects farmers＂ rights and interests on land in the form of stock rights. The allocation and implementation of stock rights is a critical and unavoidable question in both practice and theory. To fully affirm and protect the value of farmers＇land, based on confirmed the membership and liquidated the assets of the collective economic organization, we should treat each household as the basic accounting unit, augment individual shares while reducing collective shares, add land shares while peeling away welfare shares gradually. We should strengthen the service function of the government and the subjectivity of farmers in the same time, and promote the development of Stock - cooperative system of Farmland on the basis of household operation.
