镇域农村居民点调整方法及其应用

The adjustment method and application of rural residential layout within a town

农村居民点布局优化是城乡统筹发展的重要内容,对加快农业现代化、提升农民生活水平、节约土地资源具有重要意义。通过农业生产、农村经济与农民生活的变化分析,指出了农村居民点空心化、设施运营及环境污染等问题,提出了包括农村生产生活方式分析、农村人口预测、村庄体系构建、撤并方案确定与检验等内容的农村居民点布局调整的方法和模型。以凤翔县柳林镇为例,通过镇域农村居民点建设的特征、问题分析及模型计算,形成了1个镇区、9个中心村、14个基层村的柳林镇居民点体系调整方案,提出了镇区、中心村和基层村建设要求。

Rural residential layout is an important part of urban-rural integrated development which has significant meaning in accelerating agricultural modernization,improving living standards of peasants and protecting land resources. Through the change analysis of agricultural production style,rural economy level and peasant life style,the problems of rural residential hollow,facility operations and environmental pollution were pointed out. The methods and models to adjust the layout of rural residential were proposed which include the analysis of product and lifestyle,rural population forecast,residential system construction,determining and verifying merge programs. Taking Liulin Town in Fengxiang County as an example,the construction character of rural residential and problems were analyzed. By the model calculations,the rural residential system of 1 town,9center villages and 14 basic villages were formed,and the building requirement of town,center villages and basic villages were proposed at last.
