基本公共服务均等化战略实施的困境与对策——以湛江市为例

The Difficulties and Countermeasures of Implementing the Equal Basic Public Services Strategy:Taking Zhanjiang City as an Example

基本公共服务均等化是我国十三五时期经济社会发展的重要目标,也是各级政府的重要任务。湛江在基本公共服务均等化战略实践中存在供给总量不足、分配不均、供给效率不高等问题。基本公共服务均等化战略决策的实施,最终依托于制度的创新与改革,依赖于公共服务供给体制机制的完善,包括进一步加大基本公共服务的财政投入、合理分摊各级政府的基本公共服务的责任与成本、建立均衡导向的财政投入和保障机制、强化财政投入的公开与监督体制及改革和完善公共服务的生产和供给体制,逐步实现"均等化"目标。

It is an important target that realizing the equal basic public services during Thirteen Five period,and it is the important task of the government at all levels.Zhanjiang faces problems in the implementation of the equalization of basic public services strategy practice,such as uneven distribution and low efficiency of the supply.Implementing the strategic decision of basic public services equalization which ultimately depends on the system innovation and reform and perfecting the mechanism of public service supply system which including increasing the financial input of basic public services fatherly,reasonably sharing the responsibility and cost of basic public services at all levels governments,establishing equilibrium mechanism of financial investment and guarantee,strengthening the openness and supervision system of financial investment,and perfecting the production and supply system of public services,is to realize the goal of＇equalization＇.
