“购买式造林”是国家高效造林、生态扶贫的新模式--国家林业局经济发展研究中心赴山西调研报告

“Purchase Afforestation”is A New Model of High-efficiency Afforestation and Ecosystem Oriented Poverty Elimination in China——A Report Based on Field Research in Shanxi Province by CNFEDRC

文章通过实地考察调研,阐述了"购买式造林"是山西省黑茶山国有林管理局根据政府向社会购买服务的有关规定创造的高效造林新模式。该造林模式引入了市场交易机制,把对造林的过程管理改变为对造林的成果管理,提高了国家造林资金使用效果,减少了管理程序和管理人员,为国有林场改革创造了条件,为中国西部地区荒山造林积累了经验。购买式造林适合中国的国情,具有广泛的借鉴推广价值。同时,对购买式造林提出了政策建议,对完善购买式造林模式具有重要参考意义。

Through field observation and investigation, this paper elaborated on a new efficient forestation mode called＂Purchase afforestation＂,which was created by Heicha Mountain state-owned forest farm Authority of Shanxi Province,according to the relevant provisions of government purchasing service to the public. The mode introduced market trading mechanism, changed the process management of afforestation to achievements management, with the result that the using efficiency of National afforestation funds was improved, the management procedures and staff were both reduced, furthermore, it also created conditions for the reform of state-owned forest farms and provided experiences for the afforestation of barren hills in western china. Therefore, This article pointed out： Purchase afforestation is suitable for China＇s national conditions,and it offered a widespread valueable reference for us. At the same time, the paper put forward policy advice on Purchase afforestation to perfect it.
