西方可持续发展及生态治理研究现状及价值取向

Research Status and Value Trend on Western Sustainable Development and Ecological Governance

文章收集、整理了近年来欧洲尤其是欧盟国家在改善环境、应对生态变化方面的文献资料,梳理出西方国家在生态治理方面的先进经验。经过对比梳理,文献内容及研究趋势主要涵盖以下几个方面:国家政策为主导,重视并细化政府治理(非管理)功能,划定、制定政府治理的界限及标准,同时协同国内各级政府,综合治理;借助绿色科技及绿色产业为平台和推动力,以民生为切入点,突出人民关心、关切问题,使民生问题成为可持续发展问题的切入点和落脚点;强化可持续发展教育,形成有效、长效教育机制;协同全球范围内各个国家及国内各种要素,综合治理,形成合力,制定更加有利于发展中国家的可持续发展政策。最终得出对于资本的反思与中国儒家思想中的路径寻求及对于社会制度及环境的研究趋势。

Through the systematically and thoroughly collection and analysis in relation to the experience from European Union countries, several conclusions were acquired, which covers the following aspects： 1. National policy- driven, govemment＇ s responsibility must be clearly drawn, inter- disciplinary cooperation among all level government and more comprehensive governance are required ; 2. Take advantage of green technology and green in- dustry as a platform. Further, highlight the people＇ s welfare and make it the starting point; 3. Enhance the long - term sustainable education model; 4. Cooperate with other countries in the world by aiming at the same goal; 5. Make more pro -developing countries policy as there is no point without involving the developing country regarding ecological governance. In conclusion, the reflection on capital and Confucianism need to be conducted in relation to the social system to seek a final solution.
