基于ESCO视角的合同能源管理项目风险评价与风险分担研究

Study on Risk Evaluation and Allocation in Energy Performance Contracting Project from Energy Service Company Perspective

结合合同能管理项目的特点和文献检索,建立风险分担因素指标体系,采用网络层次分析法(ANP)计算出风险分担因素的影响权重。明确各风险因素的承担方,再以融资风险为例,采用ANP法明确各风险分担影响因素的指标权重并排序,并对得出的风险分担影响因素权重进行分析,最后结合项目实例进行了验证。

An index system of risk factors is set up according to the characteristics of the energy performance contracting projects and bibliography retrieval. The risk factors are evaluated on the basis of the Analytic Network Process（ ANP）.Thus,the undertaker of every risk factor is defined,and the factors of financing are taken as an example to calculate the influence factors of the risk allocation index weights by ANP method. After that,the index weights of influence factors are sorted and analyzed. Finally,the method is verified in a project as an example.
