博弈视阈下的民国教育界庚款用途之争

摘要 民国时期,围绕着庚款退赔,教育界与北洋政府展开了实业亦或兴学的博弈;在国民政府确立"庚款筑路,孽息兴学"的方针后,高等教育界内部对于优先发展公立高等教育还是私立高等教育又展开了教育近代化的选择权之争。民国私立高校积极争取庚款,并取得了相应资助。但由于缺乏政府的强力支持、受庚款分配原则的限制以及"政治的或友谊的因素"的影响,私立高校谋求庚款异常艰难。 In the period of the Republic of China,the academic circles and the Beiyang Government had games about putting the Boxer Indemnity into industry or education. After the National government had established the policy that the Boxer Indemnity was made use of building roads and its interests were used for schooling,the new argument about the options of the educational modernization occurred in the higher education circles,focusing on the priority to develop the public higher education or the private higher education. And private universities strived actively for the Boxer Indemnity and finally got the corresponding subsidy. But there were tremendous difficulties in obtaining the Boxer Indemnity because of the absence of the strong support from the government,the limitations of the Boxer Indemnity's Allocation Rules and other political causes.
