On the Historical Mission and Responsibility of Higher Education in Administering the Country by Law in New Era

高等教育是社会经济发展重要的推动力量。在依法治国的时代背景下,既要求高等教育领域要适应经济社会发展要求转变发展方式、治理方式和思维方式,加快推进综合改革,构建现代大学制度,增强法治意识提高法治能力。同时,也要求高等教育领域要紧跟时代步伐,勇担历史使命,积极发挥自身的优势和作用,在全面推进依法治国的进程中,担当起法治建设和法治文明的促进者、倡导法治和践行法治的示范者、法治精神和法治理念的传播者。

Higher education is one of the important driving forces which promotes the economic society. Under the background that the country should be administered in accordance with the law,higher education is facing new challenges and has to assume new historical mission and responsibility as well. To adapt to the requirements aroused by the new development of economic society,it demands higher education to convert its ways of developing,managing and thinking,to accelerate the process of comprehensive reforms,to construct the management system of modern universities,to strengthen the consciousness of law and to improve the ability of applying law.Simultaneously,higher education itself should actively follow the step of the new era and play its own advantages and functions to assume the historical mission self- consciously. During the periods of proceeding the all-round  Ruled By Law,higher education should take the role as a promoter to advance law system construction and law civilization construction,as well as a pioneer to broadcast law spirit and concept and to advocate law practice.
