摘要
国发〔2014〕18号文件和43号文件的出台,使地方政府投融资平台的风险防范及其转型成为热门话题。河南省"政府投融资平台"现存问题风险是:投资扩张过快,融资难度加大;资产质量差,扩张发展乏力;负债增加,还贷压力大;偿债能力弱,有效支撑不足。对此,应科学调控投资规模,整体回归理性投资;挖掘优质资产潜力,获得经营增值收益;盘活存量资产,提高盈利能力;明确政府责任,优化资本结构;创造必要条件,争取政策性银行信贷;抓住有利时机,采用多种方式融资;建立预警机制,防范和化解债务风险。平台公司转型发展是现实的需要。在河南"政府投融资平台"转型工作中,必须充分考虑河南实际,统筹规划,分步实施。
The issue of state documents No. 18 and 43 [2014] has made the prevention of the risks of local government investment and financing platform and its transformation the current hot topic. This paper thoroughly analyzes the existing problems, and offers preven- tive measures to the problems in discussion.
