十八大以来,党中央、国务院做出了我国优势富余产能及装备"走出去"与国际产能合作的一系列重大战略部署,我国装备制造企业迎来了"走出去"的黄金期。如何准确认识装备"走出去"面临的环境和形势,深入了解装备"走出去"的现状及存在问题,努力借鉴政策性金融支持"走出去"的国际经验,充分把握装备"走出去"对金融支持的需求,研究提出更好地助推装备"走出去"的战略考量和对策建议,大力提高政策性金融服务国际经济合作的能力,是新形势下中国进出口银行面临的重大课题。

Since the Eighteenth National Congress,the Party Central Committee and the State Council have made a series of major strategies on ＂China＇s advantage going out ＂ referring to the superior extra capacity and equipment in cooperation with the international production.The deployment of China＇s equipment manufacturing enterprises ushered in the golden period of ＂going out＂. China import and export banks face with major issues under the new situation ：how to accurately understand the situation and environment for the equipment ＂going out ＂,gain insight into status quo and existing problems of the equipment ＂going out＂, try to learn from international experience on the policy of financial support for ＂go out＂,fully grasp the need of financial support for the equipment ＂going out＂,offer better strategic considerations and countermeasures research to boost the strategy of ＂going out＂,and improve the ability of policy- oriented financial services to pro-mote the international economic cooperation.
