摘要
"金权政治"一般来自政商关系的扭曲,出现了以权谋钱或以钱买权的现象,特别和执政者或官员的贪污腐败密不可分。台湾地区在之前民进党执政时期腐败严重,特别是陈水扁及其家族、亲信弊案缠身,多人遭法院判刑,迄今身陷牢狱。民进党时期的金权政治源自台湾地区"少数政府"的政治局势,执政的民进党并未取得立法机构多数席位的支持,仅凭行政权建构出的片面政商关系,沦为以地区最高领导人为核心的"个人化网络",并主要服务于地区最高领导人的个人利益。扭曲的政商关系不但为陈水扁的家族、亲信收受贿赂大开方便之门,也干扰了政策过程,对台湾地区当时推动的金融改革带来严重弊端。台湾地区的负面经验值得借鉴,国内陆续推动的"从严治党"、"建构新型政商关系"和"简政放权"等措施有助于解决金权政治和贪污腐败的问题。
The"money-power politics"is normally caused by the government-business distortion in which there appears the phenomenon of abusing power for money or buying power with money. In fact,it has close relationship with rulers or officials' corruption. There had been serious corruption that was prevailing in Taiwan during the administration of the DPP,especially the fraud practices by the supreme leader Chen Shuibian and his family as well as his trusted followers,many of whom were sentenced to jail. The politics during the DPP ruling period was originated from the"minority government"in Taiwan. At that time,having failed to get support from the majority in the legislative branch the ruling party only had the executive power to develop its one-sided government-business relations which were reduced to become the "personal network"of the president and exploited to serve his private interest. On the other hand,the distorted government-business relationship not only facilitated Chen's family and his cronies to take bribes but also interfered with the policy process,which brought serious drawbacks to the financial reform under way in Taiwan. Therefore,the Taiwan's negative lessons are worth learning. The writer believes that the new measures taken gradually by the mainland such as the practices of "strict administration of Party","construction of newtype government-business relations"and "streamlining administration and instituting decentralization"have helped solve the problem of money-power politics and corruption.
