武汉市新型农村合作医疗制度发展现状、问题及对策

Status quo,problems and proposals of the new rural cooperative care system in Wuhan city

武汉市新型农村合作医疗制度自2003年试点以来,参合人数逐年增加、筹资水平不断上升、补偿水平显著提高、医疗保险程序有所简化。目前政府的财政负担重,筹资能力差、医疗卫生资源配置的不合理性,导致无效率性、医疗费用快速上涨等问题。建议适当提高个人缴费水平,创新筹资模式,提高资金筹集能力、合理配置医疗资源,加强对县、乡镇和村医疗资源的投入、加强监管、改革付费方式,合理控制医疗费用。

The pilot project of new rural cooperative medical care system has been launched in Wuhan city since 2003, which has obtained good results. The number of insured population increases year by year, the financing capacity improves, the compensation rises significantly and the procedure for participation in medical insurance program is sim- plified. But the system itself also has limitations, such as heavy financial burden on the government, poor ability to raise funds, irrationality of medical and health resources allocation, which lead to rapid rise in medical expenses and inefficien- cy. Therefore, this paper considers it important to raise individual payment, innovate financing mode, improve the abili- ty to raise fund, rationally allocate medical resources, promote the investment in the county, township and village health resources,strengthen supervision,and reform payment method to control medical costs in a reasonable way.
