组织管理视域下我国研究生工程教育认证组织体系设计研究 被引量:2

On the Designing of the Certification Organization System of Postgraduates' Engineering Education from the Perspective of Organizational Management

摘要 构建我国研究生层次工程教育认证组织,促进教育与工程职业衔接,是提高研究生工程教育质量的重要措施之一。本文从高等教育组织管理视域出发,基于开放系统理论,参考境内外工程教育管理认证组织设置的经验,设计囊括利益相关者的认证组织系统。根据汤姆森层次模式,设置四层级认证组织机构,使技术层次之理性系统、运行层次之自然系统、结构层次之开放系统并行不悖。根据国内外工程教育管理认证组织机构人员构成比例,建议研究生工程教育认证委员会人员应然组成比例,以维护认证组织的独立性、公正性和权威性。 Constructing the certification organization system of China's postgraduates' engineering education in order to promote the combination between educations and engineering professions, is one of the most important measures to enhance the quality of postgraduates' engineering education. Based on the open system theory and the experiences from overseas, the study has designed a certification origina- tion system which takes shareholders into consideration from the perspective of organizational management. According to the Thomson's layer model, the study sets up an accreditation origination structure of four hierarchies, which makes the rational system of technical level, the natural system of operational level, and the open system of structural level not to be mutually exclusive. Learning from the personfiel composition in the certification organizations home and abroad, the certification committee should pay attention maintain a proper personnel composition of postgraduates' engineering education, in order to maintain its independence, impartiality and authority.
